Following a meeting of the Emergency Management group for Camden and Pasquotank Counties, the City of Elizabeth City declared a State of Emergency for our community beginning at 8:00 am on Tuesday, March 17. As part of that declaration, and in following the Governor of NC's Executive Order, as well as the Centers for Disease Control’s recommendations, the City is limiting large public events and mass gatherings for at least eight (8) weeks. The official directive from the City is that all large-scale special events should not be held at least through May 31st. Any previously approved Special Event Permits through that date will have their approvals rescinded.
This affects multiple events and activities hosted and coordinated by Elizabeth City Downtown, Inc. (ECDI), including the TarWheel Cycling Event.
Although The TarWheel Cycling event is a smaller event where cyclists are dispersed and can more easily maintain appropriate social distance, at least half of the registered riders travel to Elizabeth City from areas across the Mid-Atlantic region. The number of cyclists gathered at any one rest stop could potentially exceed the recommended numbers.
It might be considered overly-cautious to take this action in the case of the TarWheel, but we don’t want to put even one person at risk, whether it is a cyclist or a volunteer, and we certainly do want to respect the decisions being made by our local officials.
The TarWheel is one of our larger annual fundraisers and community events, so it’s going to hurt from a fun as well as a financial perspective; however, the health and well-being of our community and visiting cyclists is priority. We’re hoping our sponsors, supporters, volunteers and cyclists will still be on board for the rescheduled event when a date is chosen. Our hearts go out to our small businesses and community. 2020 is going to be a tough year for all of us.
We are hoping to be able to announce a reschedule date soon. As you may imagine, choosing a spring/early summer date is risky as we don't know how long the restrictions will be in place. It seems everyone is trying to reschedule their events for the fall, so we're having to work to avoid conflicts during that time frame. We are not a cycling organization, we are a downtown Main Street revitalization organization, so our attentions have been a bit scattered in the last few weeks. We apologize for that.
We hope you will continue to be patient with us while we work to find the best date for this event.
ECDI will announce the rescheduled events and details as soon as new dates are secured.

We know everyone is wondering the plan of action for this year's TarWheel Cycling Event scheduled for April 18.
Our Governor's most recent recommendation (Saturday, March 14) is that all events with 100 or more attendees being held in the next two weeks be cancelled or rescheduled. Since the TarWheel falls outside that window, we were hoping to hold out a week or so to see if the situation in our state and across the nation improves. We don't want to jump the gun to cancel, but we also want to be as cautious as possible, especially as it relates to the health and well-being of attendees, volunteers, and our community.
We do anticipate an announcement from our local governmental and emergency officials on Monday, March 16, and will follow their recommendations for events being held in our area.
We ask for your patience for a few more days while we consider all options. We know some of you have to make travel plans, so we promise we will be making a decision very soon.

The Annual Tarwheel Cycling Event -- April 18, 2020! POSTPONED -- Reschedule Date to Be Determined
We invite you to "Make a Weekend of it in Elizabeth City!" Arrive on Friday evening, April 17, and enjoy our downtown restaurants, pubs, and brewpub in downtown. Or stay over for optional (on your own) rides on Sunday, April 19. We will be providing you with a list of restaurants, events and activities happening that weekend.
For those of you arriving on Friday, we will be hosting a packet pickup event on Friday evening in Pailin's Alley in downtown near Ghost Harbor Brewing Company at 606 E. Colonial Avenue. If you pick up your packet on Friday evening, you will get a ticket for a free craft beer at Ghost Harbor to use that night or over the weekend, along with some other goodies! Details will be sent to those who register.
Start and Finish will be at Mid-Atlantic Christian University, 715 N. Poindexter Street. The routes will take you through the beautiful, flat countryside and along the waterfronts of Pasquotank, Perquimans, and Chowan Counties.
